Vorabzug ... has originally been a printing/publishing term - see http://www.moog-druck.de/druckvorstufe/ and refers to the document status. Nothing to do with monies, payment deductions etc.

@ Steffen I understand what you mean Steffen, and it is very possible that you are correct, but rather than referring to the actual draft document, could it not be referring to what is written in the draft document? I wonder what the preceding sentence says?
