The context is a report about revision of Swiss legislation concerning monitoring of telecommunications: "Daneben betrifft die Revision auch einige Präzisierungen in Bezug auf die Überwachung des Telefonverkehrs, z.B. betreffend Voice over IP (VoIP), Antennensuchläufe sowie Kopfschaltungen zur Überwachung ausländischer Nummern."

: agree this is what it is about but the implication is that kopfschaltung is a new technology used to wiretap foreign calls .ie. wiretapping via kopfschaltung...unless it means digital switching/the deifinition explains wiretapping not kopfschaltung
