Il termine compare già in altri kudoz, ma la traduzione fornita non mi convince in questo contesto. Il senso è che anche il collaboratore dedica ad es. 50 ore a svolgere un incarico ma erano state preventivate 40, quelle 10 non possono
essere fatturate e incidono sul grado di efficienza.
