In fact, I like Spiros' answer better than this, but literally, the word should be the opposite of meritocracy. My suggestion is a non-existent word, so should be considered a satirical coinage. However, that's how the word meritocracy started out, too.

lack of meritocracy
"axiocratia" can be defined as meritocracy (Rule by those chosen on the principle of merit). While it seems that there is no direct opposing concept, in terms of a single word, a close relative could be "kakistocracy" (Rule by those who are the worst). A more liberal translation using the concept of "lack of" may be more usefull.
Example sentence:
The lack of meritocracy in that business is ovewhelming.

: I like kakistocracy, too, but shouldn't that be the opposite of aristocracy? It isn't simply a lack of meritocracy we're looking for here, but its diametric opposite.
