Nichidoku Medical Reports / Japanese-German Medical Reports
It's just a name of a journal.
"Nichidoku(日獨)" is the name,
"I(医)" is "medicine",
and "Hou(報)" is "report" or "journal".
Also, "Nichi(日)" stands for "Japan" as you know,
and "Doku (獨 is an old character for 独)" stands for "Germany".
So, it can be put as "Japanese-German Medical Journal" as well.

I've just looked up an English translation for "Japanisch-Deutsche Medizinisch Beriche", and it's apparently "Japanese-German Medical Reports".
