I guess technology is too technological, technique is too superficial, and art tend to sound like too instinctive. So, my choice would be skillsL Mind skills, intellectual skills and social skills. What do you think?

I agree with Yuki about the "skills" part. I also think "mind skills" is correct, it just might overlap with "intellectual skills."

It's about mental skills, not the rational, but the spiritual.

I know this sounds very simple, but I believe this is a close equivalent because of the context. Just my opinion though. Good luck!

I think all of the other answers are also correct in a way, it's just I can't see using them verbally in a conversation with someone. If you get my drift:-) Sorry. So I join the crowd with a "3"

In the Japanese language and culture, perhaps there is less overlap in these two terms of personal mind/heart skills and one's other more intellectual skills than in the West. The passage seems to be talking about 精神文化 (I can't even translate that term with confidence) and its two insisting and distinctly different, and at the same time complementary, psychological and intellectual precincts. If you think about it, 心の技術 is as vague a term in Japanese as you will find. It can mean about anything you want within the text you are reading/translating. Just as a suggestion now, for the two terms 心の技術・知的技術, how about something like "personal and intellectual skills"?
