Japanese term or phrase:

I understand that the term means priority order but what does it mean in this sentence.

English translation:give preference to (specific) vendor
Explanation:
Roughly speaking, the meaning of your sentence is

"But as long as the buyer is a nation - public institution, she may give a preference to vendors which promote gender equality."

In general, buyers, both public institution and private corporations, buy from lowest price vendors to minimize cost. However, a nation (public institution) is concerned about not only cost but also political correctness. Therefore, it may buy from politically correct vendors even though their prices are not the lowest.

implement or effect preferential procurement

Explanation:
Implement/carry out/effect preferential procurement

By being given “preferential procurement” privileges, companies that may be disadvantaged for various reasons can become included for having their goods purchased or services used. (Please see the example websites - the second website gives a good definition.)

Van der Heijden, T. (2008) An overview of preferential procurement in South Africa: government initiatives and private sector responses. (March).

An important way in which SMEs can enter the market is as suppliers to larger companies. A conscious focus by large private and public sector companies on procuring goods and services from smaller companies with a certain demographic profile - "preferential procurement" can be a significant tool in increasing the number of sustainable small businesses. Closely aligned to the concept of preferential procurement is that of "enterprise development".

CODE 500 – PREFERENTIAL PROCUREMENT
This section is aimed at supporting a vibrant black small medium and micro-enterprises (SMME) sector, as well as encouraging the procurement from enterprises that are BBBEE compliant.
The systems used for recording spend in general and the approaches to measuring or targeting BBBEE suppliers have not been as effective across the Group as they could be and, as a consequence, not many supplier companies within the supply chain have their BBBEE status recorded accurately. This has the negative effect of possibly underscoring the actual preferential procurement spend by the measured entity and the Group.
Implementation guidelines

Dream Holidays BEE procurement policy is a pro-active, preferential procurement initiative to ensure constructive participation by South African black people at all levels of business in the South African economy.
It is crucial that, in business practices, external suppliers are engaged and every effort is made to hire a supplier that has strong BEE credentials or is making a concerted and tangible attempt to transform their business in order to be BEE compliant. Dream Holidays will be lead by the guidelines for procurement as outlined in the Tourism Charter. In doing so, the company uses its purchase power to contribute to social and economic change in the country.
