For clarity, I ended up translating somewhat liberally as:

Specifically, suggestions are solicited from a network of previous participants, and based on these suggestions a vision for the program is defined, ensuring its goals are in line with the career paths of participants.

I think that the problem here is that, while "program" (because of the が particle attached) appears to be the main subject, it is actually only the subject of the passive/potential 位置づけられる. There is an unstated or elided main subject here that I have translated as "{something}," but may be "something" else, if you'll forgive the pun/親父ギャグ.
Additionally, I took the liberty of making the end of the sentence a little clearer by changing:
"...on their career paths." to "...on the career path {of each participant}," but this is not necessary, I suppose.
