High data transfer rate
The rate is a multiple of 150kbps, which was the first rate achieved on a CD 2x, 4x, 56x etc. can be written as 4x/8x/48x CR-RW, meaning the relative speeds for writing to a rewritable disc, to a normal CR-R and for reading data. In that case it's understood to mean data transfer rate and only the multiples are stated.
In most cases "high rate" would do.

Nobuo's answer gave me a start because, when certain of my client use the term, they define a dividing line above which error correction and the like have to take a back seat. Alas, a recent manual compared 1x and 64x and said nothing about the speeds/rates in the middle.
For most contexts, however, I find "high-speed" sufficiently vague to match the Japanese, which usually doesn't bother with the actual X numbers anyway.
