Proofing an English text, where the source is as follows:
De tre tappeventilene i dammen er ikke berørt, men etter at kraftverk er i drift, vil de i hovedsak bare bli benyttet hvis kraftverket av en eller annen grunn står i tappeperioden.
Translator has given the first sentence as "The three discharge valves in the dam are not affected." This makes no sense to me. Could it be that the author means that the valves are not connected?

Explanation:
The word "berørt" has besically two meanings. Literally, it means "touched", ie someone has actually touched the vents, and maybe altered them, as Bill says. It can also mean "affected" - if the point here is that the vents are not affected by the building (or whatever) of the power station, but they might still be used at some later stage.
