One of the major sources of disagreement over the definition of availability is whether downtime should be divided by total hours, or by Scheduled Operating Time. For example, if your plant is only scheduled to operate 5 days a week, should downtime incurred over the weekend be included in the calculation of availability? The view I take is that one of the prime goals of any organisation should be to maximise its Return on Assets. This can only be achieved by reducing the total downtime, regardless of whether this downtime was scheduled or not. Из Вашего ответа на мой disagree можно сделать примерно такой вывод: так как availability определяется с использованием downtime, а определения unavailability в ссылке нет, то availability и downtime - это и есть противоположные параметры (готовность и неготовность). ИМО это совершенно беспочвенные выводы. И, кстати, что тогода имеется в виду под "unavailability" в Вашем варианте "to secure unavailability figure below the threshold value for the downtime of the station"? Там со ссылкой на ITU-T Recommendation E.800 (а с большой долей вероятности это справедливо и для других рекомендаций ITU) приводится определение параметра "availability" и несколько его смысловых значений: 1. The ratio of the total time a functional unit is capable of being used during a given interval to the length of the interval. 2. The degree to which a system, subsystem, or equipment is operable and in a committable state at the start of a mission, when the mission is called for at an unknown, i.e., a random, time. 3. The amount of time that a system is available during those time periods when it is expected to be available. Availability is often measured as a percentage of an elapsed year. 4. In a telephone circuit, availability is the ratio between the time during which the circuit is operational and elapsed time. И даже в п. 3, где availability якобы "amount of time" этот время определяется за определенный период времени (as a percentage of an elapsed year).
