I am not a native speaker, therefore I hesitate to give a final answer, but may be the variant "Manager's work planning and control" will suit?

: I think the problem is that the Russian does not say who is doing the planning. That's why I suggested that it was a PA. Also "control" is not good in this context, because the manager is supposed to be in control! Finally, "Manager's" is wrong register.
