Metropolitan and Caribbean Area Dentistry Workshop / Seminar
"Jornadas" is always a problem. WHO and PAHO use "Workshop" or "Seminar." If it's in conjunction with a larger conference, it's likely to be "Workshop." If it's separate, it tends to be a "Seminar." They also say "Days" in the case of Vaccination Days.
BTW, "Congress" in English is a VERY LARGE conference, more so than in Spanish, and it's used less often. English tends to use "Conference," but if you call the meeting a "Congreso" in Spanish, the cognate is unavoidable, even if the term is not appropriate.
I don't know what metropolitan area you're referring to, so it's hard to answer that part of your question.
