For a snowmobile it would probably refer to the tracks. Normally the short term "band" is used in Swedish. There could be a slight difference in that "bandmatta" would refer to the replaceable part of the tracks specifically whereas "band" could be more general.
For a car this would obviously not make much sense, but for vehicles in general I would bet on this.
