English to Macedonian: “TOGETHER FOR SECURITY. An introduction to NATO”

The Parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defence recognised by Article 51 of the Charter of the United Nations, will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the North Atlantic area.
Any such armed attack and all measures taken as a result thereof shall immediately be reported to the Security Council. Such measures shall be terminated when the Security Council has taken the measures necessary to restore and maintain international peace and security.
The Alliance subsequently adopted measures to support the United States. It moved quickly, deploying vessels to the Eastern Mediterranean early October to board and search ships suspected of terrorist activity. This deployment continues today as Operation Active Endeavour, which now encompasses the entire Mediterranean. Also among the measures adopted, individual Allies deployed forces to Afghanistan in support of the US-led operation against al Qaida - the terrorist group responsible for the 9/11 attacks - and the Taliban - the regime harbouring it. The Alliance has been leading the follow-on peacekeeping mission, the International Security Assistance Force, since August 2003.
The 9/11 attacks were followed by others on Alliance territory, less dramatic in scale but equally malevolent in nature. These incidents and others elsewhere have confirmed for NATO leaders the importance of several long-evolving realisations.

Страните се договорија дека оружен напад врз една или повеќе од нив во Европа или Северна Америка ќе се смета за напад врз сите нив и последователно се согласија дека, доколку дојде до таков оружен напад, секоја од нив, во примената на правото на поединечна или колективна самоодбрана признато во член 51 од Повелбата на Обединетите нации, ќе и помогне на страната или страните кои се нападнати со тоа што веднаш, поединечно или во договор со другите страни ќе преземат такви активности за кои сметаат дека се неопходни, вклучително и употреба на оружените сили, за обнова и одржување на безбедноста на северноатлантската област.
Секој таков оружен напад и сите мерки што се преземаат како резултат на тоа веднаш ќе бидат пријавени кај Советот за безбедност. Таквите мерки ќе бидат прекинати кога Советот за безбедност ќе преземе активности потребни за обнова и одржување на меѓународниот мир и безбедност.
Алијансата последователно усвои мерки за поддршка на САД. Таа работеше брзо и на почетокот на октомври распореди бродови во источниот дел на Средоземното Море за проверка на бродови осомничени за терористички активности. Оваа операција денес продолжува како Операција „Активен напор“, и таа сега го покрива целото Средоземно Море. Исто така, меѓу усвоените мерки, поединечни сојузници распоредија сили во Авганистан за поддршка на операцијата под водство на САД против Ал Каеда – терористичката група одговорна за нападите од 11 септември – и талибанот – режимот кој му обезбедуваше засолниште. Од август 2003 година Алијансата раководи со мировната мисија што следеше - Меѓународни безбедносни сили за помош (ИСАФ).
По нападите од 11 септември, следеа други на територијата на Алијансата, помалку драматични во размер но подеднакво злонамерни по природа. Овие инциденти, како и оние на други места им ја потврдија на лидерите на НАТО важноста на неколку реализации кои долго еволуираа.

Европскиот контекст
Широката дебата со која се “отвори” 21-от век започна со западно-европската криза на идејата на мултикултурализмот и конецептот на интеграцијата на различните етнички, религиозни и културни заедници во западните мултиетнички општества. Оваа дебата е проследена и со голем глобален подем на религијата којашто отворено, а неретко и агресивно, се наметнува да стане клучниот идентификатор на идентитетот на луѓето и на цели етнички заедници. Дополнителна, отежнувачка околност, е што дискусијата се одвива во претходно поставениот и развиен контекст на големиот судир на идеите меѓу Западот и исламскиот свет, особено нагласени по настаните од 11 септември 2001 г. Овие две комплексни теми, проследени со конфликти од најразличен вид и на повеќе географски широчини, во суштина, ја ставаат на проба идејата за секуларниот карактер на либералната демократија, развивана во втората половина од минатиот век како превладувачки концепт на владеење во модерните западни демократии.
Иако примарната рамка за развојот на европската демократија и во 20-тиот век остана да биде националната држава, силниот налет на различните култури, помогнат од феноменот на масовната култура и процесот (или, ако сакате, проектот) на глобализмот, почнаа да го доведуваат во прашање концептот на либералната демократија разбрана како власт на мнозинството - демосот - со примена на корективни, либерални интервенции и гаранции во општествено-политичкиот систем за заштитата и на интересите на најразличните малцинства.
На европско копно, овој концепт се разви во, условно речено, неколку модели , а ниту еден од нив не успеа да надвладее или да биде клучниот што, од овој аспект, ќе го дефинира европскиот демократски модел. Еден од тие модели, според пост-колонијалните искуства на Француската Република, може упростено да се сведе на слоганот: “Прво си Французин, па потоа што сакаш друго!”. Со други зборови, припадниците на религиозните, етничките и културните малцинства во Франција, најчесто од доселеничките заедници на некогашната француска колонијална империја, мораа(т) прво да се согласат со сфаќањата на секуларната француска демократија, а потоа колку сакаат “по дома” да ги практикуваат своите религиозни уверувања и обележја, да ги говорат мајчините јазици и да ги носат шарените руби (или шамии!) додека свират на егзотичните инструменти од своите далечни (и поблиски) татковини. Значи, француската дефиниција на мултикултурализмот би можела да се опише како “'да' за слободата, братството и еднаквоста, но под наши (француски - з.а.) услови” !
Сведоци сме дека во неодамнешните преиспитувања на овој модел во самата Франција настрадаа илјадници запалени возила по предградијата на поголемите градови, но во пламенот на овој социјален и политички бунт изгореа и фосилните ставови за овие проблеми во програмите и кариерите на дузина француски политичари. Дури, би можело да се тврди дека изборната победа на Саркози во Франција е делумно резултат и на тој фактички и системско-теориски пламен.
Во Британија, пак, кризата во развојот на домашниот пост-колонијален интегративен модел, најбрутално и буквално беше ставен на врвот на дневниот ред на британското општество со употреба на експлозив во терористичките напади во Лондон во 2005 г. Сега Британците, во длабок шок заради терористичките инциденти изведени од британски поданици (кои на заканувачките видео-пораки говорат англиски со чист јоркширски акцент!), се соочени со, барем делумниот, неуспех во интегрирањето и на третата генерација на некои од своите етнички и религиозни доселенички малцинства. Реакцијата на тоа е развивањето на концепт на национално државјанство со прифаќање на воедначени и општи “национални вредности”. Значи, слично како и кај Французите, и во Британија ќе има слобода за сите, но под британски услови - под услови што ќе ги дизајнира мнозинството.
Тоа се случува во британското општество во кое, доколку сакате некого политички да омаловажите, само треба да го обвините дека е “мултикултуралист”. Пред десетина дена, престижниот лондонски The Economist ќе забележи дека главните политички партии на британската политичка сцена не се согласуваат за многу работи, освен за една: дека “мултикултурализмот е нездраво наивна идеја чиешто време е поминато или воопшто не требаше ни да дојде” . Во островските политички дебати мултикултурализмот се обвинува како фактор што придонел кон “намерното слабеење на нашиот (британскиот - з.а.) колективен идентитет” , а покрај останатото, се предлага воведување посебен национален празник за јакнење и “култивирање на обновено чувство на британство” .
Со оглед на настаните во француските предградија, можеби ќе звучи иронично забелешката дека Британците мака мачат како да ги стигнат Французите во нивниот успех со интеграцијата на муслиманската заедница во општеството. Имено, статистиките покажуваат дека 87% од британските муслимани примарно се чувствуваат како муслимани; во Франција, тој процент е само 46%, што може да се толкува како подготвеност на мнозинството француски муслимани прво да застанат зад републиканскиот идеал, пред да ја одберат својата религиозна лојалност.

The European Context
The wide debate that “opened” the 21st century started with the Western-European crisis of the idea of multiculturalism and the concept of integration of the different ethnic, religious and cultural communities in the western multiethnic societies. This debate is accompanied by a huge global progress of the religion which openly and often aggressively imposes itself to become the key feature of the identity of the people and of entire ethnic communities. An additional burdening circumstance is the fact that the discussion happens in a previously established and developed context of the big conflict of ideas between the Western and the Islam world, especially emphasized after the 9/11 events in 2001. These two complex topics accompanied by various conflicts in different geographical regions in essence probe the idea about the secular character of liberal democracy, developed in the second half of last century as the dominating concept of the rule of the modern western democracies.
Even though the national state continued to be the primary framework for the development of the European democracy in the 20th century the fierce attack by different cultures assisted by the phenomenon of the mass culture and process (or if you prefer, the project) of globalisation began to question the concept of liberal democracy understood as a rule of the majority – the demos – applying corrective, liberal investments and guarantees in the societal-political system for protection as well as the interests of the various minorities.
In Europe this concept developed in conditionally stated several models but none of them has managed to overpower or to be the crucial one which from this aspect will define the European democratic model. One of those models according to the post-colonial experiences of the French Republic could be gradually brought down to the slogan: “First you are French and only afterwards anything you like!”. In other words the members of the religious, ethnic and cultural minorities in France, often from the immigrant communities from the former French colonial empire, first need to agree with the views of the secular French democracy and afterwards they can practice their religious believes and customs at home as much as they want to, to speak their mother tongue and to wear colourful clothes (or scarves) while playing on exotic instruments from their distant (and nearby) fatherlands. Hence, the French definition of multiculturalism could be described as “’yes’ to freedom, brotherhood and equality, but under our (French – note by the author) conditions” !
Recently when France was reviewing this model we witnessed thousands of vehicles being burned down in the suburbs of the bigger cities but the fire of this social and political insurgence also burnt down the fissile positions in the programmes about these problems as well as dozen French politicians. One can even claim that the electoral victory of Sarcosi in France is partially a result of that factual and systematic-theoretical fire.
In the United Kingdom the crisis in the development of the domestic post-colonial integrative model was most brutally and literally placed on the top of the agenda of the British society with the use of explosive in the terrorist attacks in London in 2005. Now the British in deep shock due to the terrorist incidents carried out by British subjects (who on threatening video messages speak in English with a pure Yorkshire accent!) are faced with at least partial failure of the integration of the third generation of some of their ethnic and religious immigrant minorities. The reaction to that is the development of a concept of national citizenship by accepting harmonised and general “national values”. Hence, similar to the French, in the UK there also will be freedom for all but under British conditions – conditions designed by the majority.
This is happening in the British society in which if you want to disregard somebody politically you just need to accuse him of being “multiculturalist”. About ten days ago the renounced London-based magazine the Economist noted that the leading political parties on the British political scene do not agree about many things with the exception of one: “that multiculturalism is a perniciously naive idea whose time has gone, or ought never to have come at all” . In the political debate over there that multiculturalism is blamed to be the factor that contributed for “deliberate weakening of our (British – note by the author) collective identity” , and among other there is a proposal to introduce special national holiday dedicated to the strengthening and “to help cultivate a renewed sense of Britishnes”.
Having in mind the events in the French suburbs the remark that the British have problems to reach the French and their success with the integration of the Muslim community in society might sound ironical. Namely, the statistics show that 87% of the British Muslims primarily feel as Muslims; in France that percentage is only 46% that could be interpreted as readiness of the majority French Muslims first to step behind the Republican ideal before choosing their religious loyalty.
