Source text - English Different media sources have reported that RusHydro and Rosenergoatom’s capex programs are currently under consideration to be cut by different ministries. This is not the first announcement on this issue – at the end of October, RusHydro released its preliminary plans to the media. In response to the ongoing regulatory tightening taking place in the utilities sector, the company plans to reduce its 2012 capex by 14.2% to RUB88.87bn from RUB103.6bn, 2013 capex to RUB78.05bn, and 2014 capex to RUB60.53bn.
We believe these measures are also related to the government’s plans to reduce RusHydro’s special investment component in tariffs. Previously, Prime Minister Vladimir Putin said that RusHydro must reduce its effective electricity sale price in 2012 by 12.5% y/y. The company then commented that this was planned to be done through a reduction of the company’s special investment component (SIC – a markup to its tariffs that has always been an important source of RusHydro’s capex by the government) to zero. The SIC was initially expected to be RUB13bn in 2012. The lower funding of RusHydro’s capex after the SIC cut will likely be compensated by the government – Putin urged the Finance Ministry and Vnesheconombank to develop alternative means of support.
We consider the news slightly POSITIVE for the stock at the moment due to the fact that the difference between the new and old capex plans (RUB14.73bn) is a bit higher than the RUB13bn SIC. However, we note that this information is not completely new to the market as all utilities had already said they would reduce their capex in 2012 in response to tariff pressure. In any event, we look forward to seeing RusHydro’s updated investment program, which will shed more light on the extent to which it will shift its investment to later periods. Moreover, the final capex figure for 2012-2014 needs to be approved. We believe the company is unlikely to remove any projects from the pipeline, meaning that the aggregate investment program is unlikely to be altered and the company will only shift its capex to later years.
Translation - Russian Как сообщают различные СМИ, несколько министерств в настоящее время рассматривают возможность сокращения капвложений РусГидро и Росэнергоатома. Это уже не первое объявление на данную тему – РусГидро сообщала о своих предварительных планах в конце октября. Ввиду продолжающегося усиления регулирования в секторе электроэнергетики компания планирует сократить свои капвложения в 2012 г. на 14,2% с 103,6 млрд руб до 88,87 млрд руб, в 2013 г. до 78,05 млрд руб, а в 2014 г. – до 60,53 млрд руб.
Мы полагаем, что эти меры также связаны с планами правительства сократить специальный инвестиционный компонент РусГидро, заложенный в тарифы. Ранее премьер-министр Владимир Путин сказал, что РусГидро должна понизить отпускную цену электроэнергии в 2012 г. на 12,5% г/г.
