Você vai achar milhares de "contractee" no Google, porém em inglês, dependendo do objeto do contrato e da indústria/setor a qual se refere, melhor especificar. "Client" para quem toma um serviço, por exemplo. Outro exemplo: "owner", se for contrato de empreitada, obras de construção, etc.
Cuidado com "contractor", pois em inglês é quem presta o serviço objeto da contratação:

A person or entity who, as part of an independent business, becomes obligated to provide goods and/or services for a price.

Lincoln, eu não tenho o contexto do serviço. Trata-se de assunto relacionado à obrigatoriedade de o tomador de serviços de cesão de mão-de-obra de reter um certo valor no pagamento da fatura a titulo de contribuição previdenciária. O objeto do serviço não é relevante no meu trabalho. |

Contratante = Party to Contract.
Tomador = Taker or Borrower.
I would also say that "Contratante" is the "Contractor" (the one who is hiring someone else's services.
"Tomador" would be "service taker" (as opposed to "borrower"). The one who is taking use of the service provider/supplier's services.

I agree with your note. I had originally left out the "contractor" part of my explanation, but included it as I had also found it in the dictionary. I would typically use "Party to Contract" or (as another colleague put below) "contracting party" for "contratante". "Tomador" would be "service taker".

Exactly, that is why I did not include it in the answer (I merely gave it as being listed by Noronha). The appropriate term is "Taker". Borrower is indeed used when dealing with loans.
