About a couple who've parted and are going through the courts for custody, etc.
På bakgrunn av fars erfaringer med mor som omsorgsperson ønsker far en utredning hvor den sakkyndige får et mandat hvor foreldrenes omsorgsevne og *samhandling* med barna blir vurdert.
Is this referring to the ability to share the children between them, given the usual meaning of this word in the context of trade, or is it something else?

I think they are referring to the interaction that the parents have with the child - how they relate to the child etc.
