It one of my links, it makes the point of saying that it's a "procédure moins lourde sur le plan administratif". That seems to be the main difference. That's where I got the idea of "simple method." But, on the other link, that idea is not as stressed.

special procedure

Seems to be a defined concept in French public procurement law, meaning "modified to suit the particular circumstances", personalized, customised, etc. Whether there is an equivalent term for this kind of procedure in British or American public procurement law is another question. Maybe somebody can track one down with google.

1) Concept de procédure adaptée

Un marché en procédure adaptée est un marché pour lequel la personne publique choisit elle-même, dans le respect des principes fondamentaux de la commande publique, la procédure la plus appropriée à la satisfaction de son besoin en tenant compte notamment du montant, de la nature, de la complexité et de l’urgence de celui-ci.

Une procédure adaptée peut s’inspirer des règles prévues par le titre III du code des marchés publics pour les procédures formalisées. Seule la règle mentionnée à l’article 28-I du code doit être strictement observée
