disagree  B D Finch: "Slums" in (UK Eng.) can be anywhere, the term is about the squalid housing conditions, not about the social issues that ZUS includes. In 20 years managing social housing in the UK and studying it post-grad, we never called disadvantaged estates "slums".

The inner city is the central area of a major city. In the United States, United Kingdom and Ireland, the term is often applied to the poorer parts of the city centre and is sometimes used as a euphemism with the connotation of being an area, perhaps a ghetto or slum, where residents are less educated and more impoverished and where there is more crime. Sociologists in these countries sometimes turn this euphemism into a formal designation, applying the term "inner city" to such residential areas rather than to geographically more central commercial districts

Explanation:
I think 'problem' is a better translation rather than 'sensitive' - 'sensitive' doesn't seem to work in the English here.

'Urban problem areas' just sounds better to me.

Yes thank you B D Finch - the reference you have given is good and is in an American context: http://polisci.lsa.umich.edu/grad/frequentGradClasses.html (see no. 724 under Urban Politics - it says: Independent and group examination of various urban problem areas including political problems of implementation. Available to researchers engaged in urban analysis.). And yes, Frenglish is the word I was looking for before for 'sensitive'!
