Hi Carl. Thank you for your semi-endorsement. About your comment about my using "well-versed 'in'" as opposed to "on." -- This may perhaps be a US-UK difference since I do see both used. (I've even seen "well-versed with.") Try Googling "well-versed on foreign affairs" and you'll mainly see "well-versed in foreign affairs." :-)

Torn between two answers . . . I like the first half of Joyce's answer and part of the second half of Miho's. Saying that you have chosen someone to be foreign minister because they are "knowledgeable about foreign relations" is hardly a ringing endorsement. "Well-versed in"--not "on," though perhaps this is a US-UK difference?--sounds stronger, even though in essence it means the same thing as "knowledgeable." As for the second part, I would be more inclined to say *has* a broad perspective rather than "takes" or "maintains." Result: "She is well-versed in foreign relations and has a broad perspective." Six of one, half a dozen of the other, but not quite differentiated enough to merit its own posting as an answer.

My answer is based on the following definitions:

- The definition of “明るい” is “精通している” be well acquainted with; be well informed (versed) in; be an expert (in, at):

He is a positive person in regards to foreign relations, and he has an open mind

This is what I read the meaning of this sentence to be - you can play around with a thesaurus to change the words a little for aesthetic reasons.

This is talking about Ms. Yoriko Kawaguchi when she was appointed to the Environment Minister or the Foreign Minister.

I chose "knowledgeable" to be more faithful to the original, but I was actually torn between that and "experienced in foreign relations". As Carl points out in Discussion, being knowledgeable is not enough for someone to be nominated to the Foreign Minister, she/he needs to have certain experience. And indeed, one of the reasons Ms. Kawagushi was chosen was her experience in foreigh relations as a civil servant at the Ministry of International Trade and Industry (former 通産省), Miniter (公使) at the Japanese embassy in Washington, and the Environment Minsiter, etc.
