agree lingo_montreal : Per is not wrong, but in business English, the shorter the sweeter; see 498,000 hits for the phrase "purchase offer" ("offer to purchase" on forms) and 182,000 for "stock purchase offer". I'd therefore choose the short, sweet phrase here!

There may well be a more specialised term in financial geekdom, but kjøpetilbud/kjøpstilbud means simply an offer to buy stuff at a given price.

On the subject of short'n sweet, let me add that offer to buy is 10 characters. Purchase offer is 13 characters. Or, as they say, one man's lower extremity-operated vehicle velocity augmentation device is another man's gas pedal.
