Comment: "Thanks to everyone! it was actually part of a proofreading job, and I suggested the translator use "division of powers", given the context. I did check the IATE reference, but I just can't reconcile competence with compétence.."

division of responsibilities
Zbynek is certainly on the right track, but I find "division of competencies" a bit clunky (too literal) and "division of powers" too grandiose. Normalement, "competence" is translated as "skill" but "division of skills" also sounds awkward to my ear. My suggestion attempts to strike a middle ground.
