Court Petition
Having trouble understanding this sentence in a court petition about a birth certificate which was not recorded:

is now necessary to her/required by her
don't think "proved" or "deemed" are needed - this person is simply petitioning the Court to have her birth registered - she as applicant will have to "prove" her right to have this and the Court will "deem" (or not) whether to grant the request

Hello,
I'm not sure myself, but this may be it. That said, I'm not sure to whom "lui" is referring? I'm a bit brain dead now.
I hope this helps.

"S'averer" can be translated as "prove to be"
Un "fait avéré" is an "established fact" or "known fact"
You are most likely quoting from a document pertaining to the "Archives Nationales d’Haïti" or "Public Records of Haiti" that can issue "Birth Certificates" as an alternative to the “Officier d’État Civil” or “City Registrar".
