If windfarm - foundation inserts are a big deal I presume that the bolts and nuts that hold the tower (they go up to 130 m height these days) are heavy (and expensive) stuff.

@ meirs Do we know for sure they mean those mechanical holding-down systems? I suspect something else might be intended, but we need context to be sure either way. 5% might be an awfully big amount for what amounts to few nuts and bolts!

foundation inserts

ST sound Frenglish - inserts provided by the equipment vendor to be inserted in the foundation (to be cast on site - or in places prepared in the already cast foundation). The inserts probably support the main equipment (turbine, generator, whatever).
