Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

"By" or "by way of" are how I would put it. You could consider rewriting the sentence to "Hovedinntrykket er at det har blitt sendt et signal gjennom norske myndigheter, media og spillselskapene selv om at de aktuelle pengespilltilbudene ikke er regulert av norske myndigheter." I would also say "the gaming companies themselves"

One possibility is that the author had second thoughts about the use of preposition and the phrase norske myndigheter sneaked in twice. It is something worth considering, especially if the general quality of the text is not very good.
