No, it's a subject. It is listed with the other subjects and the number of hours per subject.
The stamps are for information regarding the university.

Well, education nationale or just education refers to the educational system of a specific country. If the degree you mentioned is teacher oriented, then it is connected to the teaching qualification, where you have to learn all about the educational system in order to get that vocational certificate. if you got it from a stamp, that might mean that it refers to the educational system of that country, that the certificates and diplomas are ranked according to it, rather than referring to a specific subject during your studies.

I don't know which one it is, that's the only information I had from the stamps on it. It doesn't even have an address.
It's a dîplome d'ingenieur en systèmes électroniques.

From having had a quick look at the name of the institution, it seems to be in Tunisia. Can you confirm this, and which one is it, if it's in Tunisia: I've found ones in Kairouan, Gabès and Sousse (and there may be others).
Finally, what's the title of the qualification?

Otherwise the simple answer is "National Education", but you already knew that and that isn't much help... :)
