Two different entries for this term as follows:

Travaux **en régie**

L'AMO ne peut exécuter des **travaux en régie**, excepté les travaux urgents indispensables pour prévenir un danger ou un dommage, qu'avec l'accord préalable exprès écrit du Maître d'ouvrage. Si l'AMO ne respecte pas cette condition, les travaux effectués ne seront pas payés. Si le Maître d'ouvrage donne son accord oralement, celui-ci doit faire l'objet d'un procès-verbal. Sont applicables les tarifs horaires et les rabais indiqués dans l'offre de l'AMO.

From my research it appears that "travaux en régie" refers to work under the direct mangement of the state. Would this apply to the second term as well? TIA, Jason

"Régie" means you pay on the basis of the time passed and the number of people involved each one having a hourly/daily/monthly rate. The opposite is "forfait" where you pay for a result.

Taken from a FR/EN civil engineering dictionary. But is US English and dates from 2004.

As I understand it travail en régie can also be ordered directly by the MO without consulting the client, hence the fact that here the AMO has to have a written order from the MO.

invoiced by the hour, hourly fee

By opposite to a lump-sum price. For example a cleaning company quotes a lump-sum price for the cleaning of 100 m2 on the one hand and a price for the "travaux en régie"/hourly fee for the availability of two cleaners on the contracting authorities' premises on the other hand. The term has nothing to do with "work under the direct management of the state".

disagree Daryo : hourly fee is a bit too narrow for the general concept of "travaux en régie"; it could as well be in some other context by the day, m2 of painted wall, m3 or tons of rubbish taken away, lines of programming code, number of passengers ...
