This is a general term used in all sorts of situations like this — but particularly suitable in this particular context, where it appears to be something regarded as undesirable that they'd like to avoid, or delay, if possible.

I actually suspect the temr is possibly being used incorrectly here, since by the sound of it, these plants are not currently producing, but might perhaps be considered as already in 'réserve froide'; what they are talking about here appears to be one stage even further removed from that level of operability.
