1.1. Access to basic amenities
From the situation described above, it can be assumed, that access to basic amenities is given for a vast majority of Roma living inthis region.
Persons living in substandard flats do have access to basic amenities at least in their houses (i.e. shared toilettes).
For people living in informal dwellings, access to basic amenities is not secured.
NGOs are supporting families who do not have warm water or sufficient heating in their apartment.
In other cases, families temporarily lose their access to electricity or gas due to financial problems or debts.
If they fail to pay their invoices, the providers terminate the delivery of gas or electricity.

"Daseinsvorsorge umfasst die Sicherung des allgemeinen und diskriminierungsfreien Zugangs zu existentiellen Gütern und Leistungen einschließlich deren Bereitstellung entsprechend der Bedürfnisse der Bürger und auf der Grundlage definierter qualitativer und quantitativer Standards. Welche Güter und Leistungen als existentiell notwendig anzusehen sind, ist durch politische und demokratisch mandatierte Entscheidungen zeitbezogen (also unter Beachtung der jeweiligen grundlegenden Rahmenbedingungen und Bedarfe) zu ermitteln. Dieser Kanon soll verbindlich festgelegt und mit Mindeststandards in Relation zu den jeweiligen Rahmenbedingungen und Bedarfen unterlegt werden. In einen allgemeinen Kanon dieser existentiellen Leistungen gehören beispielsweise Abwasserentsorgung/Wasserversorgung, Bildung, Energieversorgung, Gesundheit, Kultur, öffentliche Sicherheit, Post, Telekommunikation, Verkehr, Wohnungswirtschaft."
