Explanation:
Since on railway vehicles "drain valves" are normally operated by handles - "cocks" - or pressure, the 'position' of a drain would normally only have to be checked if it were moveable. That's why I think this must in fact be a 'valve', as the translation I suggest would mean.

And I think there should have been an apostrophe before the 's' - I don't think this is a verb form, or a plural.
