Sug 1. for the 1st mention, 2. for the 2nd.

Even though tarifas are fees or rates, they would seem to fix the context and are more concise than "fijación/establecimiento de precios". Other options could be "cobros", "ingresos" etc, but somehow tarifas seem ok to me.
