at the breast walls or sills Explanation: It means the measurements are taken at the "allèges" etc. not "perpendicular" to them, which could be misunderstood. However, "allège" is a tricky term that can mean a number of things. It could mean a breast wall, but it could mean the supporting masonry under a balustrade or Juliet balcony. It doesn't mean a "spandrel", which is a "tympan" in French. What are the "aménagements" referred to? I would guess that this is the clear height available for getting stuff in and out of the building.
