This is the title of an engineering study on the possibility of either enlarging a national airport or building a new one.
I was thinking 'pilot study' but do not know if there is a set translation.

I see the French "plan" is being about the "design"; as some contributors have implied, "study" may be a bit limited - so here's my suggestion.

If "project" doesn't seem right, you could use words like "scheme", "programme" or "proposal"...
