eco-estates... One of the first "eco-estates" in GB was in Milton Keynes in the early 80s, where "eco" essentially meant minimising energy consumption. However, in South Africa this concept seems to have been taken even further to encompass "conservation" as well. See eg. http://sunrisebayecoestate.com/ plus many others.

In your text the word seems to appear only in the names of articles or books in a bibliography at the end of the article. These are not normally translated in a bibliographical reference of this nature. Unless the word appears elsewhere in the body of your text, I would not translate it.

ecolocically-friendly urban community

BedZED, or the Beddington Zero Energy Development, is Britain’s largest carbon-neutral ecolocically friendly community. It is located in Beddington, a community in the London borough of Sutton. Developers of the project include the Peabody Trust (one of London’s largest and oldest housing associations), BioRegional Development Group (a sustainable consulting firm), Bill Dunster Architects, and Arup. The stated goal of the project is the desire to “create a ‘net-zero fossil energy development’, one that will produce at least as much energy from renewable sources as it consumes.”

Green neighborhood

I would keep it simple and call it a "green neighborhood"; "How to build (or design) a green neighborhood; Kashew's answer is not bad (except for the typo in Ecologically); but a community is bigger than a "quartier".
Example sentence:

Energy efficient and environmentally-friendly homes have been around for years. But now New Hampshire’s first green neighborhood is growing in Peterborough.

ecodistrict / ecoquarter

In Montreal we have the "quartier latin", referred to in English as "latin quarter" or "latin district".
