French term or phrase: réseaux d’équipements
It seems that at every turn I come across a new term that looks simple, yet seems like it has a very specific meaning, but I can't find the proper translation anywhere. I don't even know what categories to use anymore... Maybe it's time to call it a day. Anyway, this term appears in a report on funding public services in Tunisia. What I have come up with is "facility networks" but it doesn't seem to be a term that is used in English with the same meaning.

English translation:infrastructures
Explanation:
"Cependant il apparaît que certains réseaux d’équipements ne peuvent fonctionner efficacement qu’à l’échelle nationale, par exemple avec des infrastructures ferrées ou de distribution et traitement des eaux liées aux bassins hydrographiques.

"... some infrastructures can be operated efficiently only at national level ..."

The term "infrastructure" includes the idea of network (railways, roads, canals) or grid (electricity), so "infrastructure networks" is not really necessary.

"Infrastructure

Infrastructure is basic physical and organizational structures needed for the operation of a society or enterprise,[1] or the services and facilities necessary for an economy to function.[2] It can be generally defined as the set of interconnected structural elements that provide framework supporting an entire structure of development. It is an important term for judging a country or region's development.

The term typically refers to the technical structures that support a society, such as roads, bridges, water supply, sewers, electrical grids, telecommunications, and so forth, and can be defined as "the physical components of interrelated systems providing commodities and services essential to enable, sustain, or enhance societal living conditions."[3]

Viewed functionally, infrastructure facilitates the production of goods and services, and also the distribution of finished products to markets, as well as basic social services such as schools and hospitals; for example, roads enable the transport of raw materials to a factory.[4] In military parlance, the term refers to the buildings and permanent installations necessary for the support, redeployment, and operation of military forces.[5] To make it simple, infrastructure is anything that is needed everyday, an everyday item...."

Notes to answerer
Asker: Thank you for your answer! I have shied away from using "infrastructure" since the French word "infrastructure" is used quite often in this text, so I can't help but think that "réseaux d’équipements" means something else. But I may have to go with "infrastructure" after all!

public service networks

Explanation:
I think it is better not to use "infrastructures" twice so closely in the same sentence.

Network of resources

Explanation:
I so often hear the term "resources" used to describe the whole combination of facilities/equipment/manpower etc, especially used in the context of public and community services/initiatives.
