Sorry I didn't give more context - I had limited time before heading off to another engagement. All these answers shed more light on the meaning of the phrase, so thanks to everyone who helped out. Tony's answer works the best for the context I'm working with.

Fair comment.... Just that I didn't read irony/sarcasm into the suggested answers. With a less blinkered approach I can see sarcasm in both yours and Tony's suggestions.

As this is an excerpt from a satirical magazine... I wonder if there is an irony intended. After all, it is pretty straightforward and mundane. Not a headline worthy, for example, of an organ such as "The Sun" with its famous "Gotcha" type headlines.
So I wonder if they are just saying "What a great headline" in a sarcastic way ? May help to understand what the whole piece is.
