French term or phrase: arrêt logique moteur
Description de la situation, quel est votre constat ?

On a un arrêt logique moteur et on n'a plus les autorisations de démarrages.

Does 'arrêt logique moteur' here simply mean that the engine has stalled?

This is an imaginary conversation taken from the description of a telediagnostic system for use in military tanks, through which the tank operator can get instant technical support from an expert in the event of problems.

electronic engine shutdown
Explanation:
As I interpret it, this means that the engine has been stopped because of a self-diagnosed problem, either one detected by the electronic engine management system, or one actually IN the EMS.

I can imagine such devices would be used to prevent catastrophic damage by running with faulty components. In a combat situation, I certainly hope the tankies know how to override them and get their skins out in one piece, regardless of any potential engine damage.

engine shutdown logic

Explanation:
I think it's more technical than a stalled engine, since "arrêt logique" is a shutdown logic (or a logical stopping point, depending on context ;) ).
