I do not think there is a universally accepted tranlsation for 特別措置法.　

The suggestion above is found at http://www.seiwa-gijutsu.co.jp/trivia/city planning-007.html

There are two alternatives from http://www.kantei.go.jp/jp/singi/sihou/kentoukai/kokusaika/h... (from http://www.kantei.go.jp/) where 特別措置法 is translated as "Special measures law concerning ..." by the MoJ. But this is used in the context of ...に関する特別措置法. Alternatively, it can be rendered as "Law on special measures concerning" ...

I had no luck searching through the 国交省 website and I doubt if there is an official translation. Just as a resource, the text of 都市再生特別措置法 can be found at http://www.mlit.go.jp/crd/machi/tokusohou.pdf
