This is from the section of a drug study report where the grounds for setting efficacy and effectiveness are given 「効能・効果および設定根拠」.

I understand perfectly what it means but am not sure of the best way or wording it. It seems to me that in this case 効能・効果 is a fixed category, and the sentence expresses the fact that for this particular drug, bronchial asthma belongs in this category.
