agree  lingo_montreal: Per is not wrong, but in business English, the shorter the sweeter; see 498,000 hits for the phrase "purchase offer" ("offer to purchase" on forms) and 182,000 for "stock purchase offer". I'd therefore choose the short, sweet phrase here!
