This is a teelcomms definition but I don't know what it means or how to translate it. I know as a general expression it means to pass something/somebody by without paying any attention, but as a Telecomms definition...
The text that goes with it is:
"Mensaje que puede ser enviado en cualquiera de las direcciones para transferir información entre dos puntos de señalización, utilizando el trayecto de señalización utilizacdo por una connexión física (o circuito) ya establecida."
