  -> The proffered translation applies also to civil cases. The phrase is "... of fines".

neutral  Charlesp: "fine" is ok, even if Tom is right -- "penalty would be a better way to say it though. But I'd try to avoid using the word "pain," esp. in a translation, as words with double meanings lend themselves to confusion and misunderstanding.
