"For hver massetype som det gis tilbud på skal det fremlegges masseresept. Masseresepten skal fremlegges på standardisert skjema og inneholde alle opplysninger som er krevet for de aktuelle massetypene. Resepten skal inneholde informasjon om fullstendig betegnelse, nummeret på produksjonskontrollsertifikatet, samt de to siste sifre i årstall for sertifikatets utstedelse. Massereseptene skal være godkjent av Vei og trafikk før arbeidene settes i gang."

There are several types of material used in road construction in addition to asphalt , eg cement bound material, dense bitumen macadam etc. See first reference for an idiot's guide.

agree Helen Johnson : Such materials are also known as "masses" - seen regularly in the OU course material I have from years ago concerning construction from an environmental point of view
