I am having a problem understanding the following sentence, more specifically "fixant", and in light of the following "change l'appellation en":
Le Décret N°95-253/P-RM du 30 Juin 1995, fixant Organisation et Attributions de l’Etat – Major Général des Armées, des Etats – Majors et des Services rattachés, change l’appellation en Direction des Services de Santé des Armées (DSSA).

It is simply saying that decree.... establishing..... (written as a reminder of what the decree is about) changes the name to Direction...
