Actually now that you put it that way, I'm not sure "referring to" is such a bad idea. Both are true, of course, the father's certificate both "refers to" or "references" documents x y and z, and was also issued "on the basis of" those documents. Since there is no comma, though, maybe "délivré" and "visant..." should be read together, in other words it was "issued on the basis of". I agree though sometimes the French simply change their expression to mix it up, which is fine in expressive writing but daft and anti-consistency in official or legal documents.

@JR: Thanks for your answers. Your added note precisely addressed my question, b/c the first part of the list uses "AU VU DES PIECES SUIVANTES" and the second list-within-the-list uses "VISANT LES PEICES SUIVANTES". I was wondering if there was a difference. It could be just a different way to say the same thing, as the French abhor repetition.
@ writeaway: Personally I don't like "referring to" or even "in reference to" because it just doesn't quite fit. I only included "LES PEICES SUIVANTES" for context, obviously these are documents, I even said so in my question.
