buffer zone
Explanation: There are two distinct zones in each park. At the centre is the heart, le coeur, the highly regulated area, where there is a great richness of nature and little human intervention. Then around the outside, l’aire d’adhésion, a secondary area where there are villages supporting tourism and agriculture and contributing to the protected areas at the heart. http://www.burgundytoday.com/flora-fauna/national-park.htm Parc National - Aire d'adhésion Designation name in English National Park - Buffer zone Same as National Park ; "Parc national - aire d'adhésion" is the new name for "Parc national - zone périphérique". Aire d'adhésion implies that the buffer zone will now be based on the decision of the communities to be included or not. http://eunis.eea.europa.eu/designations/86:FR16

Explanation: I know I do not meet the criteria you have set, but I thought I'd give my contribution anyway. (source, www.uicn.fr/.../UICN_France_-_aires_protegees_francaises_et... Given that another 'official' option to 'adhésion' seems to be 'peripheral', then I suppose the same can be used in English, as these web sources confirm, 'Parc National: National Park, protected natural area. There are six National Parks in Metropolitan France: French National Parks are characterised by their structure, since they are divided into two areas. At the centre of the Park lies a highly protected area, where visitors are discouraged, known as the heart (Coeur du Parc); outside this heart lies the peripheral area (called Aire d'Adhésion), which people are free to visit at leisure.' (source, http://about-france.com/dictionary/p.htm) 'Like all French national parks, Mercantour includes a central area (coeur) and a peripheral area (aire d'adhésion). The heart of the Park covers an area of 68,500 ha characterized by an extraordinary naturalistic heritage: for this reason, the area has strict rules regulating the presence of visitors and forbidding most of the human activities, as well as the permanent presence of inhabitants. Only some small traditional towns are inhabited in some seasons. The peripheral area, covering about 136,500 ha, has 18,000 residents in 28 Municipalities, out of which 22 belong to the department of Alpes-Maritimes. The Park contributes to the local economic development, constantly trying to balance the impact of human activities with the protection of the environment.' (source, http://www.parks.it/world/FR/parco.nazionale.mercantour/Epar... But as there appear to be no official translation into English, the same concept is also translated in English as 'secondary', 'There are two distinct zones in each park. At the centre is the heart, le coeur, the highly regulated area, where there is a great richness of nature and little human intervention. Then around the outside,l’aire d’adhésion, a secondary area where there are villages supporting tourism and agriculture and contributing to the protected areas at the heart.' Hi! I agree with both your choices, namely 'core' and 'partnership'. Glad you solved and to have been of some use on this one.

Asker: "peripheral area" seems the broader term, and is supported by the definitions given. The "coeur", though, I would have translated as "core area", "core Park area"..., "core" better conveying the notion of unspoilt wilderness.
Asker: I've selected another answer, but I greatly appreciate the trouble you took in documenting your answer, and I shall refer to the links you have provided to help me with this assignment.
