This attempt has forced me here to transcreate, rather than translate this sentence, making one assumption in order to make sense of and clarify the point which is apparently being made. (That assumption being: the risk targeted for control is that born by the insurer, not by the insured How about: "The [range and] quality of services our company seeks to provide is beginning to be affected, due to an environment now taking the insurance industry by storm: essentially [this takes the form of] a widespread adoption, by Industry members, of the Captive Insurance business which now takes care of [their reinsurance] risk control. [How do they do this? Simple:] they have one of their subsidiaries prepare the documentation for your reinsurance, the instant you have signed your [first] insurance contract with them."
