Yes, it is for merchant ships (but I don't have any other context).

more context? your own suggestion could well be OK. "Samband" is a term frequently used in the military, in police operations, etc. Perhaps your context is specifically for merchant ships? "Communication network" (mil)(US) is the translation in my NO/EN dictionary (Kirkeby) (US ) to cover "sambandsnett" also. The same dictionary has "signals net" for "sambandsnett".

Samband = communications or communications system, generally. See ref page 10 which describes a 'radiooperatør' in a 'sambandsorganisasjon'.
In this context however, "on the radio" fits well, as the one ship seems to be asking the other to move.
"on a communications channel" would fit but sounds very formal.
